In essence it is like a mini starbase that you have to dump omega marks gained from STFsinto. You also need commodities to put into them, and as you rank up reputation tiers, you have to put dilithium into them. So once you have spent months filling up this tedious sink, all it does is gives you permission to buy the ship/ground gear you want. They have turned what was once a fun game into a second job, way to go PWE. :( I uninstalled STO as soon as I saw the new reputation system.
