That was "Equilibrium", which was in season 3. The reviewer must have missed this, otherwise she would have mentioned it as that episode indeed confirms most of the Trill would be capable of receiving a symbiont. But because there are fewer of them than hosts, the program was made up to so that only those certain few who really desired a symbiont would be able to get one.

I don't remember the name of the episode, but wasn't there a whole adventure where they returned to the Trill homeworld to help Jadzia, after she fell ill as a result of repressed emotions from a joining the powers that be wanted to sweep under the rug? That explains what happened in terms of Ezri not being ready but still being capable quite nicely, I thought.

"t’s implausible from the start – the station is under such threat that all Starfleet and Bajoran personnel are evacuated, yet the entire command staff remains? Wouldn’t it have made far more sense to send Sisko to safety and leave Kira, as the senior Bajoran officer, and Dax, who’s capable both of making command decisions and assessing the engineering problems created by the storm, plus Odo in case of just such a security risk as the one that arises?"

How exactly would it have made more sense to remove the commanding officer of the station from the station? And wouldn't Dax have had even less assistance in your scenario? Oh, let me guess: you wanted Sisko written out of the episode because he's a man.

I don't understand your concern about Ezri and Dax together, when we find out later that almost any trill can be joined but there isn't enough symbiont's to support the amount of Trills that might want to be joined.

Isn't it kind of strange that with all the fisticuffs Kira's gotten into, the only time she loses is to another woman (not counting the ones where she gets outnumbered and gets KO'd from behind)? Makes you wonder if they should have had more girl-on-girl action? There were certainly a number of good opportunities, too. Other than this, I, myself was surprised it was John Glover as Verad when I rewatched this episode. But I did remember Tim Russ portrayed one of the Klingons, later becoming the Vulcan Tuvok on Voyager (and his counterpart in DS9's "Through the Looking Glass"), as well as a human crewman on the Enterprise-B in Generations.

I remember this episode so vaguely! At that point, I had no idea it was John Glover who played him, but after his fantastic stuff in Smallville, I simply must watch this episode again. =)
